          "An Act prohibiting the imposition of a toll or other                                     
          fee for use of the Anton Anderson Memorial Tunnel                                         
          and the Portage Glacier Highway; annulling certain                                        
          regulations of the Department of Transportation and                                       
          Public Facilities relating to tolls for use of the Anton                                  
          Anderson Memorial Tunnel and the Portage Glacier
